Lake Sapporo was created in 1989 by the Jozankei Dam, which impounded the Otaru-Nai River.
The upstream side of the dam is a superb driving route leading to Otaru City via Sapporo Kokusai Ski Resort, Asari Pass, and Asarigawa Onsen Hot Spring. Along the road are four observation decks with parking lots, where you can enjoy the changing scenery of the four seasons: fresh green in spring, deep green mountains in summer, and budding trees in autumn, as well as the azure lake.
The "Jozankei Dam Downstream Park" is located directly below the dam, where you can view the huge dam from below.
